According to UU No. 40 of 2009, youth are defined as individuals aged 16 to 30—an essential phase full of potential, vision, and momentum. This generation is seen as a strategic force in national development, thanks to their creativity, energy, and adaptability. The law positions youth not just as future leaders, but as active contributors to today’s progress. It promotes empowerment through education, innovation, and participation across sectors. Simply put, youth are not waiting for change—they are the change.

It functions as more than just physical exercise—it is a strategic tool for education, health promotion, and character formation. Ultimately, sport is recognized as a vital force in advancing national identity, unity, and global competitiveness.
